WHAT IS NEHSCO?

The Provider-Driven Human Services Collaborative

New England Human Services Collaborative (NEHSCO) is a consortium of human services providers with a shared vision rooted in access and innovation. NEHSCO was created to address the growing need for collaboration and shared resources among human services agencies in the region, as demand for services in the network increases.

Our Vision

Did you know that one out of every 10 people in the Commonwealth is served by the human services system? As pressures on the system mount, including staffing vacancies, site closures, and skills gaps, consolidation is becoming more prevalent. In fact, there were 251 merger and acquisition transactions in 2021 alone, a 300% increase from the year prior.But what if there was a better way? Through the affiliation model, NEHSCO is creating connectivity that allows for flexibility and cost-sharing among our integrated affiliate network without sacrificing your autonomy. And a single door into an integrated provider network for the people we serve.

Meet the Leadership

NEHSCO is led by an executive team comprised by direct affiliates to the collaborative. The executive team is responsible for executing the network’s strategic plan, and providing thought leadership to other executives in the network.

Jean Phelps
President & CEO
Incompass
The President of NEHSCO and CEO of Incompass Human Services, Ms. Phelps oversees affiliate integration activity. With a career spanning nearly 40 years across the public, private, and nonprofit sectors, she is well-versed in bringing organizations together. She serves on the Board of Directors for The Arc of MA and National Council of Executives of The Arc.

Tim Allen
Board Chair
Incompass
Chairman of the Board of Directors Mr. Allen also serves as the Chair of the Board of Directors with Incompass Human Services. A retired CFO, Mr. Allen has served on numerous human services organizations' Boards for the past decade. He guided CLASS, Inc. through a merger with LifeLinks, Inc. as the Chairman of the agency that ultimately became Incompass Human Services.
Steven Geoffroy
Board Treasurer

The founder of Long Term Pharmacy Solutions, Mr. Geoffroy served as CEO for 20 years before successfully selling the company. He has served on the Board of Directors with Incompass Human Services for over a decade, and has a keen insight into the intersection of the business and clinical aspects of human services.

Mr. Thibualt is an accomplished business leader, who has worked in large public corporations, led nonprofits, and built three startups. As a former executive Director of the Greater Lowell Community Foundation and current chairman of the investment committee with Lowell General Hospital, his insights into growth, operational efficiency, and community engagement are unparalleled.

Our Board Structure

The NEHSCO charter defines the makeup of the Board of Directors, with seats allocated strictly to direct affiliates of the collaborative. All members of the Board are also Board members of direct affiliates, and have fiduciary responsibility for NEHSCO.
